Foundations of Onsite Wastewater Treatment Systems Instructors

Instructor Candace Balmer

Presently with RCAP Solutions, Inc., a national non-profit organization dedicated to providing no-cost technical assistance to small rural communities who are implementing municipal water or wastewater projects. Has over 15 years of experience in the areas of project management, corporate relations, community relations, business and product development, and education. Has assisted numerous rural communities with practical steps towards solving water and/or wastewater problems. Vice Chair of NY OTN, Chair of OTN curriculum development committee and is an experienced OTN trainer.


Instructor Bud Frick

Over 37 years of experience, 27 of which in NYSDEC environmental programs including water pollution control, solid waste management, resource recovery and spill response. DEC Environmental Engineer III, DEC Bureaus of Water Supply, Division of Water;

Program & Regulatory Activities; Management Operations; Water Quality Management; Wastewater Facilities Operations; Wastewater Management; DEC Bureau of Program Services, Resource Recovery Programs; and Sanitary Engineer for DEC Divisions of Solid Waste, and Pure Waters. Member of the OTN.

Instructor Douglas Nelson

Over 17 years experience as Assistant/Associate Professor and Department Chair of Agricultural Engineering and founding Director of the SUNY Morrisville Environmental Training Center. Also a founder of the NY Onsite Wastewater Treatment Training Network, continues to work engineering onsite systems, gaining regulatory approval for new technologies, and works as a private consultant. Member of several National and State onsite organizations attending and providing workshops.


Instructor Wes Rice

Chief Operations Engineer at Town of New Windsor Wastewater Treatment Facility involved in various aspects of wastewater engineering plans, pretreatment programs, troubleshooting, and technical training. Over 29 years of residential and commercial experience and is a NYS licensed trainer. Member of the OTN.


Instructor Lew Stone

Deploys technical training and corporate leadership abilities as President of NYS Federation of Lake Associations; Town of Queensbury, Zoning Board of appeals, Board Assessment Review; former Secretary of Lake George Association; NYSDEC Onsite Wastewater Treatment Systems Workgroup. Retired from Colgate-Palmolive, General Foods, and Procter & Gamble Companies.


Instructor Paul Bauter

Keuka Lake Watershed Manager supervising and planning onsite wastewater treatment systems. Formerly with the US Soil Conservation Service, with career activities including soil mapping, designing, inspecting and managing conservation practices and research. Strong soils background, plus engineering and surveying experience with SCS. Member of the OTN Inspection and Installation Curriculum Committees.

Instructor JoAnn Frick

DEC Environmental Engineer II, recently retired with over 35 years experience with DEC Bureau of Water Compliance; Bureau of Water Quality Management Programs; Bureau of Water Resources development projects; Bureau of Program Planning and Evaluations; and DEC Water Management program coordination. Skilled facilitator of various water quality compliance and enforcement efforts involving relationships with NYSDEC regions, EPA, DOS, DOH, DOT, NJ and NYC Departments of Environmental Protection. Member of the OTN.


Instructor Mimi McGiver

Over 17 years experience in wide range of projects involving wastewater treatment, storm water management, hazardous and solid waste management, risk assessments, air permits, SPDES permits and water supply/treatment. Former Program Engineer for Catskill Watershed Corp. (CWC), with water quality protection programs including septic system repair and replacement, incentives for environmentally sound watershed economic development and storm water projects. Member of the OTN Inspection Curriculum Committee.


Instructor Mark Noga

Founder and Chair of NY OTN, participates in NYS Non-Point Source Water Quality Coordinating Committee, Urban Storm Water Runoff and Onsite Wastewater Treatment work groups. Mark attends various EPA conferences, symposiums, educational and industry trade events supporting the use of modern and advanced forms of onsite wastewater treatment technologies. His presentations reflect over 27 years of hands-on field experience in the industry. Presently V.P. of Knight Treatment Systems. Member OTN curriculum committee.

Soil Analysis for Onsite Wastewater Treatment Systems Instructors

Instructor Walter H. Bray

Currently Professor of Engineering Science at Delhi College (30 years) and involved with a broad range of Civil Engineering consulting projects (35 years). Specialty areas include water and wastewater, design engineering and engineering soils. Member of the OTN Board of Directors.

Instructor Steven Carlisle

Presently a soil scientist with the USDA-NRCS in Seneca Falls supporting the Wetland Reserve Program as one of the two hydric soil experts in NY. Has 29 years of vast experience as a soil scientist has authored various publications, "The Soils of the St. Lawrence County Area of the St. Lawrence Lowlands," and received numerous awards (NRCS FY03 New York State Civil Rights Award and FY02 Eagles Wing Award for Extraordinary Performance). Has organized and managed soil surveys, mapping, evaluations and soil research in New York and abroad.

Instructor Larry Day

Delaware County Soil and Water Conservation District (SWCD); Soil and Groundwater Specialist, providing site and soil evaluations for onsite septic systems since 1989. Consults in wetland delineation and groundwater services. Experienced project manager for studies of onsite septic systems as a source of non-point pollution; member of DEC Non-Point Source Work Group and OTN Board of Directors. Certified Professional Soil Scientist (No. 50300) by American Registry of Certified Professionals in Agronomy, Crops and Soils. Member OTN curriculum committee.

Instructor Fred Gilbert

Senior Soil Scientist doing business as Consulting Soil Scientist (CSS). Over forty years experience in soil survey, providing technical assistance in classifying, mapping, and interpreting soils following the conventions and traditions of the National Cooperative Soil Survey. Field expertise includes Soil Mapping, Wetland Delineations, Site Investigations, and Expert Testimony. Member of the OTN.

Instructor Margaret L. O'Connor

Presently with the NYC Department of Environmental Protection and a supervisor for project review. Serves as a consultant on department sponsored plans for storm water management and wastewater treatment; reviews site development plans; provides specialized engineering experience for complex projects and regulatory review for environmental quality. Former positions included independent consulting; Town of North Hempstead, Department of Planning Environmental Control Specialist; Nassau County Soil and Water Conservation District Conservation Engineer. Accreditations: Certified Professional in Erosion and Sediment Control; Certified Professional Storm Water Quality; Certified Trainer for Certified Professional Storm Water Quality.

Instructor William Buetow

Presently provides soil and wetland mapping, assists with permit applications and drafting of environmental impact statements for the LA Group - an architectural, engineering and environmental planning firm. Has over 6 years of experience as a soil scientist, knowledgeable in the soil site evaluation, layout and design of conventional and innovative wastewater disposal systems.

Instructor Roger Case

Professional Soil Scientist, Empire State Pedologist Society, Professional Soil Scientist, Registry Soil Science Society, South New England; Certified Professional Soil Scientist, and Soil Classifier, ARCPAS (American Registry of Certified Professionals - Agronomy, Crops and Soils). President, Diversified Soil Services, Ltd., serving as environmental consultant in soil mapping, soil investigations; wetland delineation and site assessments; and environmental planning. Has over 19 years of field experience with USDA Soil Conservation Service. Member of the OTN.

Instructor Paul Puglia

Presently provides professional soil investigation services. Formerly with USDA Natural Resources Conservation Services until January 2003. Holds 39 years of experience as a soil scientist performing functions like soil mapping, classifying and providing interpretive information; soil surveys; quality control survey activities; and various other soil services for Cattaraugus County and Western New York. Member of the OTN.

Instructor Raymond Lupe

Retired Chief, of Contracts for NYS Department of Environmental Conservation with over 35 years of experience managing contracts and various activities involved in hazardous waste remediation and environmental remediation. Responsibilities included investigation and design of remedial projects, evaluation of innovative technologies including stabilization and solidification of wastes. Former senior sanitary engineer with the NYS Department of Health, responsible for inspecting public water supplies and system designs.

Knowledgeable of environmental regulations pertaining to water quality, solid waste disposal, environmental and public health risk assessment and stream protection.

Background includes design/design drafting of residential, multi-swelling septic systems, siting and commercial land development, surveying, and construction inspection of municipal projects involving water mains, water treatment plants, and sanitary sewer and wastewater treatment plants. Owned Northrup Septic Service Company since 1985, operator since 1972. Seasoned industry professional in the areas of maintaining, pumping inspecting and making small repairs to residential onsite wastewater systems. Member of the Nonpoint Source Coordinating Committee, member of the NY Onsite Training Network and on the curriculum steering committee for the development of the OTN Inspection and Installation Curricula.

Instructor Ronald M. Rubio

Member NY Onsite Training Network and on the steering committee for the development of the OTN Inspection curriculum. Employed for over 37 years with the NYS Department of Heath, with extensive field experience in the areas of public and private water supply, and commercial and individual wastewater system design, review, inspection and problem analysis. Member of the OTN Inspection Curriculum Committee.


Instructor Donald Vermeulen

Provider of complete on-site wastewater services including consulting, site review, concept design, installation and system management. As an onsite wastewater treatment specialist with over 30 years of industry experience, Don serves as a member of the OTN Inspection and Installation Curriculum Committees. Completed industry courses provided by the National Sanitation Foundation, National Association of Wastewater Transporters and Pennsylvania Septic Management Association.

Instructor Joseph A. Yavonditte, Jr.

Presently with the NYS Department of Environmental Conservations, Division of Environmental Remediation, Remedial Bureau A, responsible for remediation of NYC Landfills, GE 004 Outfall Hudson River Shoreline Remediation and other projects. Project management experience includes hazardous waste remediation, site evaluations, and construction management.
