Federal Stimulus Funding

In response to the COVID-19 pandemic, the federal government awarded SUNY Delhi funding to help both our students and our institution.

HEERF Student Aid Funds

The Federal Government established the Higher Education Emergency Relief Fund (HEERF) under the Coronavirus Aid, Relief, and Economic Stability Act (CARES) on March 27, 2020 a portion of which, Student Aid Funds, is to be used to provide emergency assistance to students. Supplemental funds were later authorized through the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA)/(HEERF II) and the American Rescue Plan (ARP)/(HEERF III) to continue support for institutions of higher education to serve students and ensure learning continues during the COVID-19 pandemic.

As a recipient of HEERF Student Aid Funds, SUNY Delhi is required by the federal Education Department (ED) to report the following elements on a quarterly basis:

  1. An acknowledgment that the certification agreement was signed and returned to the federal Education Department (ED) and the assurance that the institution has used, or intends to use, all of the Student Aid Funds to provide emergency grants to students.
  2. The total amount of HEERF Funds that the institution will receive or has received.
  3. The total amount of emergency grants distributed to students.
  4. The estimated total number of students eligible to receive an emergency grant.
  5. The total number of students who received an emergency grant.
  6. The method the institution used to determine which students will receive emergency grants and how much funding they will receive. [Awarding Methodology]
  7. Any instructions, directions, or guidance provided by the institution to students concerning the emergency grants.

HEERF I (CARES) Student Emergency Grant

As part of the Coronavirus Aid, Relief, and Economic Security (CARES) Act signed into law on March 27, 2020, funding was provided to send direct financial relief to SUNY Delhi students. This funding was made available on June 10. The primary objective of this relief was to prioritize funding for those eligible students most in need. If you were deemed eligible, you will be notified via your Delhi and personal email addresses with additional instructions. Eligible students were determined based on federal and SUNY guidelines. If you did not receive a notification to your personal or Delhi email address by Friday, June 26, 2020 and feel you may be eligible for funding, please email caresact@delhi.edu for additional information about your individual circumstances..

SUNY Delhi Student CARES Act Funding Information: June 2020

On April 15, 2020, SUNY Delhi signed and returned to the Department of Education the Certification and Agreement assuring compliance with Section 18004(c) of the CARES Act, which requires SUNY Delhi to use 50% of the funds received under Section 18004(a)(1) “to provide emergency financial aid grants to students for expenses related to the disruption of campus operations due to coronavirus.” SUNY Delhi used the $1,218,425 received for this purpose.

Total Amount of Eligible Students and Distribution

SUNY Delhi estimated 1,805 (66% of total student population) students were eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and were eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act.

All eligible students received support. Eligible students had:

  • Been enrolled for the Spring 2020 semester as of March 13, 2020
  • A completed 2019-2020 FAFSA with a valid Expected Family Contribution (“EFC”) calculation
  • Be Title IV eligible, which includes a completed verification (if selected)
  • Be in good standing for the Federal Satisfactory Academic Progress assessment for the Spring 2020 semester

Ineligible students, as per Federal and SUNY guidelines, include those students during the Spring 2020 semester who:

  • Were enrolled exclusively in online programs, enrolled in off-campus internships, classified under DACA or international.
  • Did not complete the FAFSA, do not have a valid EFC, are not Title IV eligible, or who were not meeting the minimum Satisfactory Academic Progress (SAP) standards for the Spring 2020 semester.

As of May 15, 2020, 30 days after the initial submission of the Certification and Agreement, SUNY Delhi had distributed $0 to students under Section 18004(a)(1) of the CARES Act. SUNY Delhi was granted access to CARES Act funding for students on June 10, 2020.

As of June 26, 2020, SUNY Delhi distributed $612,400 to students. The total number of students who received an Emergency Financial Aid Grant as of June 26, 2020 was 1,015*. As of July 22, 2020, SUNY Delhi distributed $879,545 to students. The total number of students who received an Emergency Financial Aid Grant as of July 22, 2020 was 1,483*. 

As of August 14, 2020, SUNY Delhi distributed $1,019,782.61 to students. The total number of students who received an Emergency Financial Aid Grant as of August 14, 2020 was 1,606*.

As of September 30, 2020, SUNY Delhi distributed $1,076,428.10 to students. The total number of students who received an Emergency Financial Aid Grant as of September 30, 2020 was 1,667.

From August 14, 2020, our last reporting date, to September 30, 2020, 61 students received Emergency Financial Aid Grants totaling $56,645.49.

*The total number of students who received Emergency Financial Aid Grants reported from June 26 through August 14 was overstated by 1 student due to an internal reporting error.

For June 26, 2020 our previous number of students who received a grant was 1,016.

For July 22, 2020 our previous number of students who received a grant was 1,484.

For August 14, 2020 our previous number of students who received a grant was 1,607.

As of November 18, 2020 SUNY Delhi was required to disburse remaining CARES Act funding to students in the amount of $126,975.65. Based on original federal and SUNY guidance, a larger percentage of support must be provided to Pell-eligible students, and to meet that requirement, we distributed this remaining amount to 800 students who met the following criteria:

• Were Pell-eligible as of March 13, 2020, as was determined using 2019-20 FAFSA information;
• Were eligible for and accepted a Phase 1 award;
• Were enrolled for the Fall 2020 semester.

Using this criteria and dividing the remaining amount equally, each recipient received $158.72 through their Bankmobile preference, and remaining CARES Act funding was completely disbursed as of November 24, 2020.

As of December 31, 2020, SUNY Delhi has distributed $1,218,425.00 to students. The total number of students who received an Emergency Financial Aid Grant as of December 31, 2020 was 1,680.

From October 1, 2020 through December 31, 2020, 825 students received Emergency Financial Aid Grants totaling $141,996.90. This is the final quarterly reporting posting which covers all HEERF fund expenditures for Section 18004(a)(1) of the CARES Act.

Award Amount

In order to receive the emergency funding under Section 18004(a)(1) of the CARES Act, SUNY Delhi formed a committee that determined how best to allocate and deliver the funds to students. Based on student financial data, survey data, and student hardship information, a two-phased approach was developed to distribute the funds. This approach ensured that all eligible students would receive some level of Phase 1 funding, and then be provided with an opportunity to apply for Phase 2 funding (funds remaining after Phase 1 distribution).

Phase I distribution of funds was determined by need categories, with each eligible student receiving a base amount of funding, and then adding additional layers of support depending on the type of student and associated need. This approach was utilized to comply with both Federal and SUNY guidance. In this model, Pell‐eligible students and students with the lowest EFC qualify for the most support.

For example, an eligible full‐time student who is not returning to campus to complete lab requirements and who is not currently living on campus, who has an EFC equal to 950, would receive $665.

Under Section 18004(a)(1) of the CARES Act, students will receive awards ranging from $390 to $1,090.

The model above produces the following projected allocation, with a priority towards Pell‐eligible students.

Instructions

Students do not need to apply for Phase 1 funding, as the amount will be calculated for each eligible student based on the methodology above. Students who have eligible expenses related to the disruption of campus operations in excess of their Phase 1 amount for things such as food, housing, course materials, technology, health care, and child care, may apply for Phase 2 funding. 

Students will receive a notification of their Phase 1 funding via email, and will need to sign in to Bronco Web to attest to their understanding of the intention of these funds. Below is the student certification statement students will need to attest to, with a sample dollar amount:

In response to the COVID-19 crisis, SUNY Delhi converted all classes to virtual learning during the Spring 2020 semester and also vacated the residence halls. The federal Coronavirus Aid Relief and Economic Security (CARES) Act authorizes colleges to award emergency financial aid grants to students for their expenses related to the above disruption of campus operations due to coronavirus, such as food, housing, course materials, technology, health care, and child-care expenses. This form allows you to certify that you understand what the funds are to be used for and that you have incurred or will incur expenses due to this disruption.

The amount you have been awarded is $390.00.

I certify that I have or will incur allowable expenses of food, housing, course materials, technology, course materials, health care, childcare, and/or transportation as a result of the disruption of campus operations due to coronavirus which equal or exceed the amount of the CARES Act grant award above.

I understand it is my responsibility to notify the Student Financial Services office immediately if I will not incur expenses that meet or exceed the amount of my award.

I acknowledge that I have read and understood the CARES Act grant eligibility requirements as noted in the SUNY Delhi Cares Act Grant communication previously sent to me on 06/18/2020.

These funds, once received, do not need to be repaid.

HEERF II (CRRSAA) Student Emergency Grant

Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) Funding

As part of the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) signed into law on December 27, 2020, funding was provided to send direct financial relief to SUNY Delhi students. This funding was made available on April 9, 2021 and funding has already been distributed to eligible students. The primary objective of this relief is to prioritize funding for those eligible students most in need. If you were deemed eligible, you were notified via your Delhi and personal email addresses with additional information. Eligible students were determined based on federal and SUNY guidelines. If you did not receive a notification to your personal or Delhi email address regarding this funding and feel you may be eligible, please email caresact@delhi.edu for additional information about your individual circumstances.

SUNY Delhi Student CRRSAA Funding Information

On February 23, 2021, SUNY Delhi received the Grant Award Notification from the Department of Education regarding these funds. As a supplemental award to the first CARES Act, SUNY Delhi agreed to the terms and conditions when we made our initial student aid drawdown on April 22, 2021, shortly after this funding became available. SUNY Delhi has used and intends to use all available Student Aid Funds to provide emergency grants to students. The total student funding awarded to SUNY Delhi under CRRSAA is $1,218,425.

The purpose of this funding under section 314(c)(3) of the CRRSAA is that SUNY Delhi must “make financial aid grants to students (including students exclusively enrolled in distance education), which may be used for any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care) or child care.”

Total Amount of Eligible Students and Distribution

Based on SUNY awarding methodology, 1,181 (40% of total student population) students were deemed eligible to receive Emergency Financial Aid Grants under Section 314(a)(1) of the CRRSAA.

All eligible students will receive support. Eligible students:

  • Are not undocumented, DACA, or international students
  • Have a completed FAFSA for the 2020-21 aid year
  • Are matriculated at SUNY Delhi
  • Pell Eligible with an official EFC between 0 – 5,711

SUNY Delhi used approved SUNY guidance in determining eligible students as well as award amounts per student. SUNY Delhi also conducted outreach efforts to encourage those students who did not file their 2020-21 FAFSA to complete their application to help maximize the number of eligible students. Based on the total award received under CRRSAA, each eligible student received an award based on their official EFC and FT or PT status according to the chart below:

As of June 30, 2021, SUNY Delhi has distributed $1,217,300.41 to students. The total number of students who have received an Emergency Financial Aid Grant under CRRSAA as of June 30, 2021 is 1,180.

As of September 30, 2021, SUNY Delhi distributed the remaining $1,124.59 to an eligible student. The total number of students who have received an Emergency Financial Aid Grant under CRRSAA as of September 30, 2021 is 1,181. As of September 30, 2021, SUNY Delhi has distributed all Emergency Financial Aid Grants under CRRSAA for a total disbursement amount of $1,218,425.00.

Eligible students received an email notification of their award, as well as instructions to contact us with questions or decline their emergency grant if they did not or would not incur expenses that met or exceeded their calculated grant amount.

HEERF III (ARP) Student Emergency Grant

American Rescue Plan (ARP) Funding

On June 8, 2021, SUNY Delhi received the Grant Award Notification from the Department of Education regarding these funds.  SUNY Delhi received this Student Aid funding under section 2003(7) of the ARP on September 10, 2021. This program, with some changes, provides supplemental funds to the CARES Act section 18004(a)(1) program. As a supplemental award to the first CARES Act, SUNY Delhi agreed to the terms and conditions when we initiated our initial student aid drawdown.  SUNY Delhi intends to use all available Student Aid Funds to provide emergency grants to students.  The total student funding awarded to SUNY Delhi under ARP is $4,160,760.

The purpose of this funding under section 2003(7) of the ARP is that SUNY Delhi must “make financial aid grants to students (which may include students exclusively enrolled in distance education), which may be used for any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care) or child care.”

SUNY Delhi will use approved SUNY guidance in determining eligible students as well as award amounts per student.

Total Amount of Eligible Students and Distribution

Based on SUNY awarding methodology, 1,556 (59% of total student population) students were deemed eligible to receive Emergency Financial Aid Grants under section 2003(7) of the ARP.

All eligible students will receive support. Eligible students:

  • Are currently enrolled or were enrolled in Fall 2021
  • Have a completed FAFSA for the 2021-22 aid year with an official EFC
  • Are currently matriculated in a program at SUNY Delhi

SUNY Delhi used approved SUNY guidance in determining eligible students as well as award amounts per student.  SUNY Delhi also conducted outreach efforts to encourage those students who did not file their 2021-22 FAFSA to complete their application to help maximize the number of eligible students. Based on the total award received under ARP, each eligible student received an award based on their official EFC and FT or PT status according to the chart below:

As of March 31, 2022, SUNY Delhi distributed $4,160,544.70 to students.  The total number of students who have received an Emergency Financial Aid Grant under ARP as of March 31, 2022 is 1675.

As of June 30, 2022, SUNY Delhi distributed $4,160,544.70 to students.  The total number of students who have received an Emergency Financial Aid Grant under ARP as of June 30, 2022 is still 1675.

As of September 30, 2022, SUNY Delhi distributed $4,160,760 to students.  The total number of students who have received an Emergency Financial Aid Grant under ARP as of September 30, 2022 is 1675.

As of December 31, 2022, SUNY Delhi re-distributed $168.19 to an additional eligible student due to an uncashed ARP check disbursement. The total number of students who have received an Emergency Financial Aid Grant under ARP as of December 31, 2022 is now 1676. As of December 31, 2022, SUNY Delhi has distributed all Emergency Financial Aid Grants under ARP for a total disbursement amount of $4,160,760.

Additionally, SUNY Delhi has retained some of this ARP funding to try and address the needs of students that may fall outside of the awarding methodology above.  

Some examples might be:

  • Students with qualifying emergency needs over and above their calculated award amount.
  • Students with qualifying emergency needs and had an EFC outside of the approved ranges.
  • Students with qualifying emergency needs and as of the initial award date had not filed a FAFSA and did not have a qualifying EFC.
