Federal Direct Student Loan Instructions

Starting Fall 2025, new students must retrieve their Delhi user name and set a password using the Account Claiming Portal before being able to access various Delhi platforms, including Bronco Web.

Step 1: Accept Loan Offer(s) in Bronco Web 

Each academic year, students who plan to borrow a federal student loan must complete the steps below.

  • Log into Bronco Web 
  • After logging in, you will be brought to the Student Profile page. 
  • In the top left corner, click on the 4 square menu:
    • Click 'Banner'
    • Then click 'Financial Aid
    • Choose an aid year at the top of the page
    • Click on the 'Offer' tab
    • Use the drop down menus to accept, decline or reduce the amount to borrow for each loan and click 'Submit Decision'

Step 2: Complete Entrance Counseling

All first time borrowers are required to complete Entrance Counseling once.  This session is to ensure that students understand the responsibilities and obligations of borrowing a loan. 

  • Student borrowers will need to log in to the Federal Student Aid website using their FSA ID
  • Click on ‘Loans and Grants’
  • Follow the prompts to complete 'Loan Entrance Counseling'
  • Be sure to list 'SUNY Delhi' as your school name

Step 3: Complete a Master Promissory Note (MPN)

All first time borrowers are required to complete this session once. This is a legal document in which the borrower promises to repay the loan(s) and any accrued interest and fees. 

  • Student borrowers will need to log in to the Federal Student Aid website using their FSA ID
  • Click on ‘Loans and Grants’
  • Follow the prompts to complete a 'Master Promissory Note (MPN)'
  • Have the names, addresses and telephone numbers for two references available

Step 4: Complete Exit Counseling 

Students who have previously borrowed a federal student loan while attending SUNY Delhi and are no longer attending, have graduated, or have dropped below half-time enrollment (fewer than six credits), are required to complete an Exit Counseling session online.

Students who are transferring to a new institution or taking a semester off are still required to complete Exit Counseling. 

  • Student borrowers will need to log in to the Federal Student Aid website using their FSA ID
  • Under the ‘Loan Repayment’ tab, click on 'Loan Exit Counseling'
  • Follow the prompts to complete Exit Counseling
